Guy Lachapelle - Week One Grades

Political Parties

Bloc Quebecois

Low profile campaign but efficient. The BLOC can certainly continue to surf on its popularity. There is no point of trying to force the game. The BLOC had made the point over the years that it can be an efficient party in the opposition on several issues. Nobody asked the question about the necessity of the BLOC to defend the interests of Quebecers. One interesting point, in the scenario of a minority government, will be to see if the BLOC can be part of the government. I don't think the BLOC should accept to be part of any government of coalition. I doubt that the LPC or the CP will ask then anyhow. They will ask the NDP.

Conservative Party

I don't think the party strategists are really counting on Québec. Spending more on defence, having closer ties with the US, reforms of bilingualism policy, support of the Clarity Bill are are not popular subject in QC. Too bad! It will be next time...

Liberal Party

No convincing arguments. Are we governed by 'Corporate Governments"? This is the central problem of the Liberals of M. Martin. They seem more ready to please the largest corporations than the citizens. Also, M. Charest and the Quebec Liberal Party has decided that the PLQ and its organization will not support/help Mr. Martin in this election. M. Charest is a "conservative"! However, Mr. Martin should be pleased since Mr. Charest is so unpopular in Quebec that he is not of any help!

New Democratic Party

Since the BLOC is alredy occupying the social-democratic agenda, it is difficult for the NPD to make any inroads. The fact they supported the Clarity Bill and their difficult in recognizing Québec as a nation (even if Jack Layton is arguing the opposite) will continue to hurt them. The NPD also identified itself in its publicity as the New Democratic Party of Canada... Not a long time ago it was the New Democratic Party of Québec!

General Comments

Public Opinion Polls. Radio-Canada (French) made a very interesting decision. Public opinions polls will not be part of the news any more unless it has some news value. In other words, this is the first campaign where journalists will spend more time discussing the issues and following the leaders instead of portraying the campaign as a "horse race." This is refreshing!

A minority government? Is the number of seats the only criteria to determine if we have a minority government? I will argue strongly that we already have "minority governments" at the federal scene in the last ten years. No national party, only regional political parties, with strong ideological cleavages.
