Seems our Minister of Public Safety, to justify increasing police powers, and further erode judicial oversight, outright lied. He claimed that a kidnapping case in Vancouver earlier this year showed the problems, claiming the police had to wait 36 hours to get a warrant so they could go to an ISP to get a customer name and address. Except, of course, that the cops didn't, and didn't in fact use the Internet at all.

He is a university professor and copyright expert responsible for torpedoing Harper's last effort on copyright law. He found out they plagiarized a lot of the info from U.S. sources.
