Not sure how much is actually true but I have had enough experience helping out women in divorces to know that it sounds plausible.
I remember I wrote a letter for one woman explaining how her husband managed his affairs in a way similar to Vic Toews' meal per diems.
The settlement ended up adding a variety of his "allowances" to his income and she got a nice big settlement.
It was one of the most satisfying things I have ever done as a tax accountant.

Aren't divorce proceedings sealed?how so, oh lawyerly one? The OP National Post link actually reprints some of the tweets... numerous mainstream newspapers and online counterparts have reported on the story and fully identified the twitter account involved... blogs "everywhere" are reprinting the tweets. So, again... illegal how?

I do not know the veracity of this link but apparently affidavits are public but parts of them can be sealed.

OTTAWA — An IP address connected to what is known as the Vikileaks30 Twitter account originates within the House of Commons.
In a bid to determine the origin of the account, which details personal information about Public Safety Minister Vic Toews, The Citizen undertook an investigation on Thursday.
An email was sent to the writer of the Vikileaks30 Twitter account, containing a link to a website. The website was monitored by The Citizen and only the author of Vikileaks30 had the address of the website.
About 15 minutes after sending the email, Vikileaks30 opened the link and visited the page, leaving behind an IP address that belongs to the House of Commons.

I think like this because CPC has done it before, Clement had his secretary tell the US to put Canada next to China & Russia on the worlds worst offenders list
at violating copyrights and bootlegging etc, just to SHAME Canadians into agreeing with their New copyright bill that the US practically wrote for us
Was that creative? yes, I didn't make that up!
This behaviour is common from this government and
most governments

I recall when our RCMP busted a kid with something they assumed was a date-rape drug and the next thing you know there were reports of rape gangs roaming the mean beaches of Tofino in our local paper and on the national news. The RCMP were quickly called on their story and in a fairly shamelessly offhand manner admitted to exaggerating the case to highlight a crusade du jour.I must say, you're very creative in your thinking.
I can only imagine where we'll be if, or should I say when, these sorts of cops or other overzealous agents of the state get their hands on the sort of power the CPC are talking about giving it.
Their universe is filled with galvanizing events and unless you're a card carrying member or some other obvious sycophant, you're a suspect.
