The Department of Finance and Finance Minister Paul Martin
The Department of Finance’s main purpose is to assist the federal
government in developing national fiscal and other economic
policies. Both the Department and the Minister (currently Paul
Martin) are pivotal in the federal budget's development.

The Treasury Board
Another important player in the budget is the Treasury Board. The
Board manages the government's financial, personnel, and
administrative responsibilities. Specific duties include:
- Preparing the government's expenditure budget or the Estimates
- Establishing the terms and conditions under which the Public
Service attracts and retains the staff it needs to do its work
- Providing the policy framework in such areas as accounting, audit
and evaluation, contracting, financial management, information
technology, real property, and regulatory affairs for the
government's administrative practices and for its assets

Federal Cabinet
The primary group in the budget planning is the federal Cabinet.
Members of Parliament or Senators from the ruling political party
generally constitute the Cabinet. The Prime Minister is the head of
Cabinet and he or she chooses Cabinet Ministers based on their
