I'm talking about the sudden increase in the deficit from 2016 to 2018. The long term potential effects of bad tariff policy couldn't really have influenced past events, could they?
There was no deficit for the first 10 years. That's what a balanced budget means. It wasn't "stable". It was non-existent.
Compared to nothing, the deficit was quite a bit larger after the floods and the financial meltdown.
The stadium was a screwup between the architect and contractor, which their insurance paid to correct. Big deal.
