The bill contained a provision that said it would be illegal to break a digital lock on anything. All the manufacturers would have to do is put a digital lock on the software and this will be a non-issue. Not only will the mechanics be shut out, despite any "right to repair" legislation, they will be violating the criminal code if they manage to work around the lock.
